So!!!! there are 2 way to solve this problem!

1) You need to reinstall your OS and Quartus II. or

2) Update your Quartus II to version 13.1! with older versions you still have the same problem!

Support from Altera told me it is a "..... this is a PC dependency issue....." !!

note:

I got this error "child process exited abnormally" using Quartus 12.1 sp1 on a windows professional 64bits PC!
