Error: No spd files are included in quartus project

Your design only consist an adder, you don't need to use the Generate Simulator Setup Script for IP unless your design using Intel IP.

You can just open a new project in Modelsim Intel FPGA Starter Edition and simulate the design.

Could you explain what you meant by?

"In quartus prime 21.2 there is no RTL simulator like any other versions."

Quartus Prime software is not a RTL simulator though. We will need a third-party simulator tool for functional simulation.
