Does Arria 10 SoC development come with a license for Quartus Standard edition? If so, how do I get it?

Sorry for the inconvenience that caused you not able to access to the Altera website. Kindly check the below link to activate your Quartus License.

Kindly, try using the same username and password to log in 'Self Service Licensing Center'.
Then, follow the steps in the link below that I provided earlier. - Page 11 (Activating Your License)

Yes, purchasing 'Arria 10 SoC DKE' entitles you one-year license of the Quartus Prime software.
Kindly refer 'Arria 10 SoC Development Kit User Guide' link below on how to activate your Quartus License- Page 11 (Activating Your License)
