Difficulties in causing the vga to count from 0 to 799

Hi guys, can someone help me figure out why this code does not function properly. counter_int_v and counter_int_h is what i want to get counting in modelsim but i am not able to figure out the...

It counts from 0 to 13 but i want it to count from 0 to 799 as the heading says about counter_int.h and counter_int.v
