Devices are installed, but cannot be selected when creating a new project

Quartus 13.1 tool was installed in RedHat Linux OS by root user without installing any devices. After that, install devices (by root user). And then switch to normal user, start the QuartusII, create a new project, but cannot select the device (installed by root). What's wrong with my steps? Thanks.
