DE3 System Builder files in Quartus - licens problem

Hello,

When i create a project with the DE3 System Builder tool and then want to open it with Quartus to edit it i get an error, that the files are encrypted and i need another license for this. What license should that be? Do i get this license with the DE3 board or has it to be purchased seperately??
