Cyclone V device is not installed in Quartus 19.1 Prime with Window 11 computer

I have a new computer with Window 11, I install Quartus 19.1.0.670 and 19.1std-0.02std-window. I show “cyclone-19.1.0.670.qdz” file in the same directory, but Quartus doesn’t recognize the Cycl...

So during Quartus installation, does the installer ask you if you want to install Cyclone devices because it sees the .qdz file? And if the installation is successful, are you saying that when you create a new project, you can't select a Cyclone V device?

Note that there is a Cyclone download and a separate Cyclone V download (your message mentions just "cyclone" not "cyclonev"):

 

And finally, Quartus, especially back with 19.1, is not officially supported in Windows 11.
