The tck and tms are driven directly from JTAG hardware, it is hard cell in the FPGA. Figure 7 in https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/ug/ug-intel-fpga-download-cable-ii.pdf explains the timing constraints for the Intel FPGA Download Cable II.
