Configure Cyclone IV GX Transceiver as a network card

Hi All,

I just started my research with Cyclone IV GX Transceiver. The host machine now recognize the board as USB blaster, but what I really want to do is to configure it as a network card (via PCIe interface of course). I looked all over the starter kit, but none is mentioning how to configure it as a network card. Should I do it through Quartus II?
