C3 early power estimator

where can I get the C3 EPE? Also, why does quartus complain about something called "vectorless estimation?"

    You can get the latest Cyclone III EPE from Altera PowerPlay Early Power Estimator Downloads Page (http://www.altera.com/support/devices/estimator/pow-powerplay.jsp)

    Vectorless estimation is when the PowerPlay Power Analyzer in Quartus II automatically derives estimates for signal activity on nodes when no design simulation or user-entered signal-activity data.

    You can enable or disable the vectorless estimation feature from the PowerPlay Power Analyzer Settings dialog box. Once this feature is enabled, vectorless estimation takes

    priority over default toggle rates.
