Blueprint is now called Interface Planner. Qsys is now called Platform Designer. There's no such thing as Blueprint Designer.
And Interface Planner is only available in the Pro edition, not the Standard edition. - Altera_Forum

Ok Sir. When we synthesize the project with DDR II, then this option will be enabled in Tools?
Because we have already purchased License Quartus Prime Standard Edition, I have assigned pins in module and synthesize the project, this option is not seeing in Tools. - Altera_Forum

As I said, it's only in the Pro edition.
