Honored ContributorAltera PLL and altclkctrl should be different IP. (Although all PLLs drive globals, and the only way to get onto a global is through an altclkctrl, so their "implied" when you put down a PLL and you'll see them in the clock path details of a timing report, but if you want control of it you have to instantiate it, and it replaces the implied one.)
