292014 Can't find valid feature line for core Terasic_DE3_Regulator_Controller (535C_000C) in current license

After installing a new license, I saw the following error when compiling my verilog code with Quartus 13.1

I am wondering how I can solve this error by installing the required license. Thank you very much.
