Have you tried downloading the file with a download program which can reliably retry and resume on errors? For example, most linux systems have wget which you can use from the command line:
wget http://www.niosftp.com/pub/linux/nios2-linux-20090929.tar - Altera_Forum

Does NIOSWiki work for you at all ?
Without decent access to the NIOWiki the file will not be of much value to you, as all information on how to work with it is to be found in the Wiki. Are you located in China ? There have been several reports that the nioswik (and supposedly many other Wikis) can't be accessed from China due to the government's Internet restrictions. -Michael - Altera_Forum
