program nios ii into fpga

I want to program the nios into the fpga(cyclone iii), the fpga does not have any flash device or EPCS device. Does anyone know how to do it? Thank you.

    USB blaster is a jtag programmer that you can download sof files into the fpga with.

    Using a JTAG programming cable you can use the Nios II tools to download/debug code as long as you choose a level 1 or higher debug module for the Nios II core. The default is level 1 so unless you turned it off you are probably all set to go. I recommend going through this tutorial, it'll show you the steps: http://www.altera.com/literature/tt/tt_my_first_nios_sw.pdf
