You probably need to contact Altera directly, as this is a user forum and licensing the ISA is not a common task.

Why do you need Nios ISA license? You want to design custom processor using Nios ISA?

I would need a license to design an educational, non-profit, Nios compatible CPU.

If not mistaken, you do not need ISA license if going for economy version. and.. usually industrial one always be ARM holdings.
