Why usb blaster driver for Windows XP isn't available anymore at ALTERA website ?

Yes, you are right. By default the USB blaster drivers will be available in the Quartus II installed folders. If you encounter any issue with you USB blaster or upgrade to newer Windows, you can also reinstall from this directory.
