    Found at the Quartus instalation directory at this folder:

    drivers/usb-blaster

    Yes, you are right. By default the USB blaster drivers will be available in the Quartus II installed folders. If you encounter any issue with you USB blaster or upgrade to newer Windows, you can also reinstall from this directory.
