help:use ddr2 as exception vector can not debug?

hello：

I use DDR2 as exception vector.

when I download the project to FPGA ,there is a error "Target request failed: Remote communication error: No error."

so I think whether the DDR2 can't be the excption vector when debug the project。is this ？
