gpio led problem on cyclone III Dev Board.......

Hello all........ i have spent many time and loosing a lot of hair fighting with cyclone III dev board and now i can't go ahead without help...... :( i did a hardware using the OpenCore 10...

one more thing.......

I put the reference design "an374" to operate in c3 dev board and my intention is to add this cpu with linux on the an374 to control the parameters by the web server , which today I do with buttons and LCD ......

but blinks the led is the first step for it :)
