Freq NIOS2 that needs nios2 to work properly

I've FPGA board CycloneIII 3C25. I want to explore and build nios2 based system, but i faced a problem - cannot download any elf. file to my nios system "Connected system ID hash not found on target...

Yes I have system id in sopc. In Qii 10.1 sp1 system id is always 0 by default is it correct?

Reset of the cpu is pulled up to 'vcc' ('1').

When disable system id checking, another mistakes appears(
