I want to know where i can download DM9000A for Nios II for the windows environment.

Get the DE2 CD-ROM at the bottom of the downloads. Be sure to check out the User Manual and look at the Ethernet Demo. It is called DE2_Net, and you should check out this post (http://www.alteraforum.com/forum/showthread.php?t=3947) for an even better example of using the DE2's Ethernet. I will be posting my own modification of that soon once I finish figuring out a few bugs.
