Developing Software for the NIOS II in a virtual machine

We only have one Altera Arria 10 board, but two of us wanting to use it. Would it be possible for me to develop my software for the NIOS II in a virtual machine instead of on the NIOS II itself? An...

Any work you would hope to perform with a simulated NIOS II, you would probably be better off running in hardware on a cheap board. You wouldn't have access to any of the Arria 10 hardware, but you wouldn't have that in a simulated environment either.

Something like the BEMICRO CV A9 has a lot of bang for the buck.
