compiling Linux kernel in cygwin

Is it possible to compile the Linux kern el in the Cygwin environment? Right now, I am seeing error (see attachment) when I follow instructions to compile Linux kernel from https://support.criticallink.com/redmine/projects/mityarm-5cs/wiki/linux_kernel Step 5.
