Can't get BeMicro Max 10 NIOS to run

I'm probably missing a step - I just can't figure out which one! I'm trying to get 'hello world' running on the BeMicro Max-10. I'm following <https://cloud.altera.com/devstore/platform/15.0.0...

Still broken. Followed the instructions from Arrow - I think exactly - and it's still dead.
