Hi shaiko,

My suggestion is you can use SL3 if you use the device Arria 10 instead of Arria V. For further information, you may refer link below, Table 1, https://www.intel.com/content/www/us/en/docs/programmable/683330/23-3-20-0-2/quick-reference.html

Besides that, as I know, only Arria 10 device has the special request for a special license to enable the Intel Quartus® Prime software to generate the FPGA configuration file (.sof) when using SL2.
