programming return errors without SmartVID PMBus connection to S10

I have a board populated with Stratix 10 1SG085HN3F43E1VG Device programming return errors. We found out that we have SmartVID device and a Fixed Voltage Power Supply without PMbus conection to S10....

Hi! I don't have the Intel Premier support Yet. And I have a programming issue to program the Stratix 10 using JTAG and the AVST x16. I am not sure that is the smartVID PMBus connection to cause the problem.
