License request for true PCI IP for use with Qurtus V10.0SP1 and Cyclone II

How can I receive a license to compile an existing FPGA design which includes a true PCI (not PCIe) inteface logic? I need this to work for Quartus 10.0SP1 and using a Cyclone II FPGA.
