Hi Richard. Thanks for looking into this issue with me. We are trying to add our own IP into a reference design provided by our vendor. Since our vendor's reference design is locked to Quartus 23.4.0, we are unfortunately stuck with using this version as well. If possible, could you see if you can replicate my error with 23.4.0, targeting Agilex 7 AGMH039R47A1E2V ? Thank you.

The error can be reproduced in Quartus Prime Pro 23.4. Could you please ask the vendor to provide or upgrade the reference design to a newer Quartus version?
Based on our testing, the issue is resolved in Quartus Prime Pro 24.1.
Unless there is a strong business justification, it is unlikely that a patch will be issued for this issue, as it has already been addressed in later Quartus releases.
