x16 DDR3 support with two IO bank

Hi,

Please can I get suggestion on my below query.

Stratix4 Gx device used EP4SGX70DF29C3N 780 Pin FBGA.

I am using MT41J64M16JT-15E DDR3 component. Which is X16 DQ interface and has LDQS, LDQS# & UDQS, UDQS#. ie strobe line for each data byte.

(Iam using only one DDR component)

I will require maximum of 49 signals to interface the DDR3 with EP4SGX70.

Bank4A: 40 IO

Bank4C: 24 IO

Can I use only two banks Bank4A and Bank4C for DDR3 interface?

Note: For me quartus tool shows pin assignment done on 3 banks for the above interface.
