why the LCD turn to be dark or bright?

Hi! Everyone,

Nowdays, I am playing with VGA, I found if I pull up the USB blaster after configurating the FPGA, the LCD will turn to be a little dark , and the LCD will be more brighter if I don't pull up the USB blaster.

why?
