Why is Bus Analyzer Toolkit not available in the menu?

Hello, I'm trying to follow this guide to add debugs to my design. But I don't see this listed in my Tools menu. I'm using Quartus Prime Pro 20.4.0 with 0.17 patch. https://community.intel.com/t5...

    This feature was removed from the software a number of years ago.
