Vicm for REFCLK in Cyclone IV GX

Question

the cyclone4 handbook say that:

Vicm divided by two 1K res from a 2.5v source,that is 1250mv(Chapter 1: Cyclone IV Transceivers Architecture 1–29 Transceiver Clocking )

..but the Switching Characteristics chapter say VICM (AC coupled) should be 1100 ± 5%(Chapter 1: Cyclone IV Device Datasheet 1–17 Switching Characteristics)

...confused...

which one is right?

i use 3v3 lvpecl as refclk input votage level.
