Perhaps you are using an old version of Quartus that does not recognize the MAX II device? What version are you using? Create a new project and see if you can select the MAX II device as the target.

What kind of JTAG cable are you using? USB-Blaster or parallel port ByteBlaster? Have you tried another cable?
