Trouble with NIOS-II GDB setup

I'm trying to get GDB setup for my NIOS-II environment. On the Altera wiki (here: http://www.alterawiki.com/wiki/jtag_standalone?gsa_pos=3&wt.oss_r=1&wt.oss=jtagd%20download), I'm unable to download the stand-alone file set in Step 1. Is 'wget ftp://ftp.altera.com/outgoing/altera_jtag_standalone.tgz' the wrong location?

I'm running on Ubuntu 10.04.4, and have Quartus-II 13.1 installed.
