Test metastability Cyclone I

Hello. I`m trying to test metastability in Cyclone I. I use test curcuit in appnote 42 for do this.

I use altpll to create 2 different clk, and SignalTap II for debug. But i didn't catch any metastability. Do u have some idea how test metastability in Cyclone?
