TDI connection to the first detected device EP3C55 might be shorted to GND

Hi,

I m using three Altera Cyclone IV FPGAs in a single JTAG chain(Two are EP4CE55F484 and one is EP4CE10F256).In that EP4CE10F256 is having a separate EPCS16 in AS Configuration and having Dip Switch to select the devices for JTAG Chain.

Problem is,when i m setting first device in chain,Quartus® II software version 10.0 SP1 shows the error msg like,

Error: JTAG chain problem detected

Error: TDI connection to the first detected device EP3C55 might be shorted to GND

Error: The TCK and TMS connections to the device before the first detected device EP3C55 might have a problem

Info: Detected 1 device(s)

Info: Device 1: EP3C55

In JTAG Debugger also shows TDI is shrted to GND.

if i m put all the devices in chain,same error appear but other to are detected well.

The first device alone not programmed individually and in group.

can any one Help me???
