SVF-to-PCF Utility for FPGA

I am helping with a project to develop a test on an Agilent 3070. I want to test a FPGA and programming it with a PCF file, but I cannot find an Altera utility for a SVF-to-PCF conversion that also supports FPGA.

Is there some other way to generate a .pcf file or does Altera not support this option?
