Stratix IV GX kit: BoardTestSystem.exe fails "active version is not 9.1"

I'm trying to run the BoardTestSystem.exe program for a Stratix IV GX kit. Unfortunately, it complains that 9.1 must be the active version. I have already installed Quartus 10.0. ...

I have a new install of Quartus II 9.1/sp2 running on a new install of 64-bit Windows 7, and get the same error when loading the Stratix IV dev kit's BoardTestSystem.exe. Starting Quartus II does not help.

Precisely what is the BoardTestSystem.exe looking for to determine the current Quartus II version?
