There is a precedent for part numbers that you can use in a Quartus project file (the DEVICE parameter you edited); many engineering sample (ES) part numbers are not available in the GUI, yet it is still accepted via the Tcl interface (I had an old MAX II development kit with an ES device).
Perhaps the part you had never went into production, so was eliminated from the GUI (and documentation) to avoid confusion (and people attempting to place further orders for the part).
