It all depends on how complex your project will be.
I'd suggest buying a devkit with some Cyclone 10 GX it's not so expensive. If budget is not a problem, you can take Intel Arria 10, there's already a hard CPU like dual-core Arm Cortex-A9 in there.
Then go downgrade or upgrade depending on performance.
With well optimised code the final mass product can run on Cyclone 10 or Cyclone V
