SoC EDS 14.0 command shell for windows

Question

Hi, I need to use Altera SoC EDS 14.0 command shell for windows to generate the Preloader and Uboot software required to initialize Altera SoC FPGA cyclone V kit. I couldn't find Altera SoC EDS on download center, please advice where can I find it? thank you.
