You want to look at the MAX family. They are the only non-volatile chips (though listed as a CPLD, their fabric is very close to FPGAs).

Look at the stuff from Microsemi (formerly Actel). The IGLOO families have parts available in packages as small as 6x6mm. Not awesome performance-wise, but truly awesome power-wise. And non-volatile (flash based).

Also have a look at latticesemi.com and their MachXO range. Dirt-cheap with a decent amount of logic.
