rx_freqlocked is not asserted

I work with Cyclon4 GX.

I configured the transceiver to GIGE mode and also to basic mode

The transceiver is working good (Tx and Rx) but the signal: "rx_freqlocked" is not asserted although "rx_recovclkout" clock is good (in GIGe mode).

I use Quartus version: 11.1 or 11.0

what can be the essson for this behaviour?

what to do?
