Honored Contributorthere are a few parts listed in the Lead Free column of the Lead Free Parts .xls without an N suffix, but yours isn't one of them:
http://www.altera.com/products/devices/leadfree/altera-lead-free21.xls but, e3 should be RoHS compliant. interesting...
