No, new licenses are supposed to be valid for any old version of Quartus. Mokango you should try and contact your FAE or local distributor to see if you need to do a special operation to make it work.

cs1400, I've seen Quartus brake several things during upgrades so it's perfectly possible to end up with a project that only compiles correctly on an old version of the osftware. It's the main reason why we keep old installations of Quartus here.
