Quartus II "No devices installed"

I downloaded Quartus II 13.0 to use with the Cyclone II. I downloaded the device family for the Cyclone II. It is a QDZ file? Where do I put this file so I can compile a program?

    Open the Device installer from the Windows start menu. It is under Altera 13.0 -> Quartus II <version> -> Quartus II <version> Device Installer. Give it the directory where your qdz file is.
