I believe the MAX7000 series has been removed from Quartus II v13.1. See the release notes: http://www.altera.com/literature/rn/rn_qts_dev_support.pdf. Quartus II v13.0 supports the MAX7000 CPLDs. Did you make a typo in the part name, did you mean EPM7128? If so, I checked my 13.0, and it's listed in there as supported.
