Hello,
MAX7000 and Quartus 13.0sp1 will be EOL with no technical support.
I would recommend you to migrate your design to our latest MAX10 for future design.

Did you not read the OP's original post: "We need to make a new program for EPM7064STC44-10N which operates on +5V. Changing the part or decreasing its voltage is not possible. "
None of the MAX2/5/10 offer 5V compatible I/Os.
Quartus 13.0sp1 is still available for download and it directly supports the MAX7000S series as the OP requires.

Hello,
If the signal is not high speed, you can use level shifter for 5V signals.
If the design use too many 5V signals, there is no other option than to upgrade the whole design.
This is just recommendation to make sure customers can keep up with the updated devices, because in future the support for 5V devices is very little to none.
