programming Startix II GX

I am programming a startix II GX using a USB blaster and due to the PCB I must use Active Serial Programming .

when I tried to download a *.pof file using Quartus Programmer I got the message : "cannot start device configuration because no programming option have been selected for device chain".

I tried to generate a new pof file by quartus : file/convert programming files but it didn't work too.
