programming on EP3C25 along with EPCS16N

Hi, if anyone from INDIA, particularly South Side, who are have knowledge in programming on EPCS16N, it is 8 pin SMD, SOIC for EP3C25E144C8N it is 144 PIN FPGA.

I have fully assembled PCBs with me only i need to do program for it.
